Early empires developed when powerful cities conquered neighbouring regions and ruled large territories. One of the earliest was the Babylonian Empire in Mesopotamia, between the Tigris and Euphrates rivers, where fertile land supported farming. Babylon was famous for its strong walls, monumental buildings like the Etemenanki ziggurat, and advanced defence systems. To govern large populations, rulers created written laws, the most famous being Hammurabi’s Code, which aimed to maintain justice and order. These features made early empires strong and organised.
